Suzhou–Changshu CPPCC Delegation Visits Shenfu

On 21 July, Gu Haidong, Deputy Secretary of the Leading Party Members Group and Vice Chairman of the Suzhou Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC), and Shen Xiaodong, Chairman of the Changshu Municipal CPPCC, led a delegation to the Shenfu Reform and Innovation Demonstration Zone. The visit aimed to strengthen coordination under the Liaoning–Jiangsu paired-cooperation framework, deepen regional collaboration and advance practical cooperation between the two provinces. Wang Libo, Vice Governor of Liaoning Province and Secretary of the Party Working Committee of the Shenfu Demonstration Zone, and Li Hongde, Deputy Secretary of the Party Working Committee and Director of the zone’s Administrative Committee, accompanied the delegation.

At the planning and development exhibition hall of the Shenfu Demonstration Zone, the delegation reviewed a scale model and received a systematic briefing on the zone’s development history, industrial positioning, spatial structure and integrated transport network. Drawing on Suzhou Industrial Park’s experience in integrating industrial development, urban development and quality of life, Gu offered recommendations for Shenfu’s high-quality growth. He noted that the zone had built strong momentum and was at a critical stage of accelerated development. He called for stronger transport links to maximise the regional impact of the high-speed rail hub and improve local road connectivity. He also encouraged the zone to foster a forward-looking industrial ecosystem, upgrade modern services, position itself early in emerging industries, and strengthen the foundations for technological innovation and industrial clustering.

Liaoning Tuobang Hongji Semiconductor Materials Co., Ltd. is a national high-tech enterprise and a potential unicorn enterprise in Liaoning Province. It specialises in the domestic production of high-purity quartz products for the semiconductor industry, with several key technologies breaking overseas monopolies. Gu visited the precision-machining workshop and observed core processes including automated quartz-tube welding and nanoscale polishing. He praised the company’s progress in replacing imported products and encouraged it to seize opportunities in the capital markets, accelerate its listing plans and further consolidate its leading position in critical semiconductor materials.

At Hanking Microelectronics (Liaoning) Co., Ltd., the delegation received a detailed briefing on the company’s operations, core equipment, manufacturing processes, product portfolio and supply-chain development. Gu encouraged the company to seize the major opportunities created by artificial intelligence in advancing new industrialisation, capitalise on the historic window of opportunity for the chip industry, refine its products and strengthen its brand. He also recommended that the Shenfu Demonstration Zone provide greater support and more room for the company’s continued growth.

During the visit, Gu and Shen reflected on the longstanding ties between Jiangsu and Liaoning. They noted that paired cooperation extending from the shores of the Yellow Sea to the greater Shenyang area had produced substantial results. The Suzhou and Changshu municipal CPPCC committees will continue to serve as bridges and facilitators, helping the two regions open a new chapter of Liaoning–Jiangsu cooperation that delivers both economic value and innovation-driven growth.
